Why does the Catholic Church think that gay bishops are going to be celibate?

If a person is serious about celibacy and they are gay, they don't go to a gay bar, do they? Alright then, why would the Church allow openly gay people to be bishops given all the men that are single and available in the clergy. It is like taking the word of a child with an addiction for candy and putting him in charge of the candy store! What are YOUR aspirations on this issue???
